Here are some questions.

*Who gives the orders? 		Who commands?
*What kind of reward (punishment) is given for obeying (disobeying) the orders? rewards and punishments
*How about other details of the orders?
Such as - In what kind of situation do the orders become effective? What is the goal of the commands? What priority level is assigned to them? Are there any other choices? Who and how will determine the procedures? etc.
